In 1982, Chen graduated from the Department of Chemical Engineering, Hebei University of Technology, with a degree in chemical machinery. In 2002, Chen graduated from Tianjin University majoring in pharmaceutical engineering with a master's degree in engineering. Chen used to be the chief engineer of North China Pharmaceutical Co., Ltd., the dean of the Planning and Design Institute of North China Pharmaceutical Group, and the director of the Technology Center of North China Pharmaceutical Group.

Chen has won the National Excellent Design Gold Award and Silver Award once respectively, 1 National Science and Technology Progress Award, 1 Science and Technology Progress Award of the Ministry of Chemical Industry, 1 Science and Technology Progress Award of the State Education Commission, 1 Science and Technology Progress Award of the State Administration of Medicine, and multiple other honorary titles including those of excellent exploration and design in the sector of medicine in Hebei Province.
